This manifesto was not written in a boardroom. It was built by walking every ward in Starehe and listening — Skiza Wakenya. Every commitment on this page came from conversations with traders in Kariokor, mothers in Landimawe, students in Pangani, and residents across all six wards. This is your manifesto. Hold me to it.
PILLAR 1 — DIGNITY FOR HAWKERS & TRADERS: NO MORE HARASSMENT
- Designated hawker zones with shelter and water
- End harassment by askaris through clear, enforceable bylaws
- Modernize Kariokor, Muthurwa, and Marikiti markets
- Cheap credit lines for traders via SACCOs
Youth & Jobs
- 10,000 SME loans through a constituency revolving fund
- Skills hubs in every ward (coding, fashion, automotive)
- Annual Starehe Job Fair connecting youth to employers
- Tax breaks for businesses hiring youth under 30
Target: Support 500 Starehe youth with enterprise startup grants of KES 50,000–150,000 in the first parliamentary term.
Security & Safety
- Floodlights on every dark street within 12 months
- CCTV at high-risk junctions
- Community policing forums in every estate
- Dedicated GBV response unit at Central Police Station
Target: Install CCTV cameras at 20 high-risk junctions across all 6 wards in the first year.
Education Access
- KSh 100M annual bursary fund — transparent, ward-by-ward allocation
- Modernize 30 public schools (sanitation, ICT, libraries)
- Free WiFi study zones in every ward
- Adult literacy & TVET scholarships
Target: Reduce overcrowding in all 26 primary schools — from an average of 90 pupils per class to 60 — within 24 months. Double bursary allocation to KES 100 million per year, with ward-by-ward breakdown published every quarter.
Healthcare for All
- Upgrade 6 health centers to 24-hour service
- Mobile clinics for informal settlements
- Mental health and substance abuse programs
- Free maternal care across the constituency
Housing & Infrastructure
- End slumlord exploitation with rent regulation
- Tarmac feeder roads in Pangani, Ziwani, and Landimawe
- Daily garbage collection — no exceptions
- Public toilets and clean water points across CBD
